The attached documents for the qualified tenderer should comprise (The tenderer can be a partnership company or sole proprietor, natural person, legal person, organization, or group and its registered profit business items should fit the procurement subject. ) Required documents or certificates:
1. Vendor registration or certificate relevant to the procurement subject: company registration or business registration documents, certificate of registration establishment , non-profit business belonging to a legal organization, group or person should present certificate of registration establishment, factory registration certificate, registration certificate, business operation licence , documents attesting to the business opening, filing documents, or other supporting documents confirming the legal registration of the establishment issued by the government or an authorized organization. Bidders can use the printed copy of the above mentioned documents from the government or an authorized organization website (please note that the certificate of profit business registration was abolished on April 13, 2009).
2. Proof of tax payment: please enclose the most recent tax statement; any vendor who has not yet obtained a proof of tax statement for the most recent term may submit an official letter from the official tax authorities to confirm the legitimacy of the business establishment, and a document attesting to the application for the purchase of the Uniform Invoice. Proof of tax payment can be substituted by a receipt of the most recent term indicating no tax in arrears (issued by the official tax agency). Tax exempt bidders should provide an integrity letter and are exempted from enclosing their tax statements. Note: Balance Sheet report can be used as the Proof of tax payment for educational, cultural, public welfare, charity organization (group).
3. Proof of bidder’s credibility: certificates issued no more than six months beforehand by bank clearing houses or financial institutes indicating no record of a bounced check within past three years, financial reports certified by accountants, or proof issued by official financial institutes or credit bureaus. A bidder who has had any record of a bounced check but has cleared the payment is still considered to be a qualified bidder. If the authority holds any evidence that indicates a bidder is not welcome or has a bounced check record, we will take the evidence into consideration.
