1.Working duration:
After signing the contract, construction starts upon receiving notification from TRA. Measurement, drill, planning and design, and technical service of construction surveillance and management are to be completed within 130 calendar days (not including time of assessment by TRA). Service term starts from the project bidding day till the project is completed and inspected, and the term is ended after the final budget is approved with the construction surveillance report submitted and all relevant documents are transferred
2.Bidder qualification:
(1)Eligibility of Domestic Bidding Company:
a.Technical Consultants (I101061), Professional Engineers Office, or Joint Professional Engineers Office (eligible if the business scope covers either one of the civil engineering or structure engineering)
b.Bidding companies shall, in accordance with the following terms, submit the corresponding required effective documents; those failing to submit are not eligible:
*Engineering Consultant Co. Ltd.:
(a)License of the engineering consultant company
(b)Membership of the Chinese Association of Engineering Consultants or other equivalent local associations.
(c)Tax Payment Slip
*Professional Engineers Office (Joint Professional Engineers Office):
(a)License
(b)Membership of the Professional Engineers Association
(c)Tax Payment Slip
(2)Eligibility of Foreign Bidding Company:
a.Companies of the WTO member countries that have signed the agreement on government procurement are allowed to bid.
b.Company qualification and the documents are same as those of the domestic companies (However, the association membership must be obtained before contract signing).
c.Shall submit documents certifying registration as branch company, branch office or office approved by the Republic of China.
