This project will be processed in Building (via 2 phases) and Maintenance, in total 3 stages:
1. Building stage deadline: the job of first stage, includes system development, deployment have to be accomplished and acceptance process to be issued within 720 calendar days after agreement/contract has been signed.
2. Building stage deadline: the job of second stage, includes system development, deployment have to be accomplished and acceptance process to be issued within 1080 calendar days after agreement/contract has been signed.
3. Maintenance stage: provide 1 year maintenance service from the acceptance date of 2nd stage.
Basic qualifications of tenders are as below:
1. the domestic /foreign suppliers are:
The business scope tenders register with Business of Economic Affairs shall be I301010 Software Design Services, I301020 Data Processing Services or I301030 Digital Information Supplier Services.
2. requirements specified in the tender documentation:
The domestic suppliers are: Proof of registration or establishment of the tender, such as certificate of company registration or certificate of establishment. Proof of tax payment of the tender.
The foreign suppliers are: Registration documents of branch company, branch office or representative office recognized by R.O.C. government. Proof of tax payment of the tender.
Specific qualifications of tenders are as below:
1. Tenders of this Project shall have experience of ticketing information system (include ticket or seat reservation on internet)” related procurement projects. The requirements of such projects include tenders shall fulfill the terms of construction contract, property contract or labor service contracts which have the same essence or are equivalent to this project within the last five years before the date of submitting the tender bid. The projects shall have a single contract amount of no less than 10% of the budget amount for this Project, or with an accumulated contract amount of no less than 50% of the total budget amount for this Project.
2. Suppliers who have sufficient financial resources. The scope may include the proof that their paid-in capital is not less than one tenth of the budget amount of the subject of the procurement, or the financial statements audited by an accountant or an auditing entity and all attachments thereof for the previous fiscal year or for the latest year, and the content of which is in conformity with any or all of the following requirements specified in the tender documentation:
(1) The net asset value is not less than one twelfth of the budget amount of the subject of the procurement.
(2) The current assets are not less than the current liabilities.
(3) The total liabilities do not exceed 4 times of the total net asset value, except for government-owned enterprises conducting the privatization policy.
