3.Any foreign tender, whose nationality is one of the "Agreement on Government Procurement(GPA),ASTEP or ANZTEC, should be a licensed architect of the R.O.C(Taiwan) and valid membership of Architect Association in Taiwan.
4.The tender's qualification shall then be invalidated in accordance with Article
103 of The Government Procurement Act and related regulations.
